The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of contrasting events captured the grim essence of the current period. By day, diplomatic battles are conducted: hopeful statements are released from various governments. Significant resources is devoted on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "resolution".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a capacity provided through timely intelligence. From vantage locations, military aircraft that had been scrambled to counter approaching aerial threats streaked across the sky – sophisticated military planes delivered to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by Western nations. Every firing shakes the surroundings, shaking the windows. The instant of fear quickly transforms into sober acceptance: maybe the incoming missile won't cause damage this time, protecting urban areas from ruin and another blackout.

Persistent Threats

Following this, a large-caliber weapon engaged a drone in the vicinity, part of a defensive team – almost certainly Western-made equipment. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its objective.

With pauses, this persisted until dawn. Kyiv greeted the daybreak reports: several casualties, damage and utility failures in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on international aid – a reliance that European nations are demonstrably unable to fill in the immediate future.

Failed Diplomacy

The 28-point plan from Washington provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new proposal from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, endure.

Strategic Calculations

It is easy to blame particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the whole story. US administration works based on a premise understood by seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is unfeasible to pressure the Kremlin to relinquish the territory that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, Washington does minimal to discourage Russia, through words or deeds, from thinking that the current condition will not change more in its advantage in the coming year.

Opposing Positions

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains highly assured in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but preventing a total frontline collapse until circumstances change in its favour.

Present Conditions

Objectively, there are no actual prerequisites for a ceasefire. Now, subjective factors are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a just a single week to kill the proposed articles of the current initiative. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, latest revelations, all served their function.

While new plans based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, primarily depend on continued Western support.
